I feel like this warning is, more than anything, an excuse to not try to write punchlines for a while.

It's not even that. Amazi-Girl has been a millstone around DoA's neck because Willis wanted to give her actual heroic feats. So suddenly campus is full of muggers, thieves, and violent ne'er-do-wells in enough numbers to actually support Amber having something to do other than hassling people for petty shit like littering. From the outset we were asked to believe that campus had a significant crime rate and would not only tolerate someone running around beating the shit out of people, but that the student body would laud said person because of how bad the crime was on campus. Going by crime statistics, there were 464 criminal incidents at IU in 2017, 388 of which were people getting busted for possession of drugs or alcohol.

And yet he still ends most of the strips with punchlines.

I guess I didn't notice because they're not particularly funny.

I think you mean, I feel like Willis has literally spent so much padding action scenes to make a viable political point instead of moving the plot along and being versatile with the current climate of everything.
