Most of my money is already gone towards bills. I can probably comission a character sketch with a c-note.

Possibly, depends on if you can find a cheaper artist. I was thinking just pencils and inks, since black and white is perfectly acceptable for indie work. Coloring and lettering are two things that I've always loved, so I'd probably try to do both of those myself. Not to save money, even though that's a very nice bonus, but because I see them as underappreciated and underutilized arts and want to develop those skills to see how I can change a work with them.

Depends on the artist. Are we talking about artgerm, southpark, questionable content or calarts style?

Speaking as an artist that gets fairly regular work even now, the best thing you can do to get an artist that will give you the most bang for your buck is to attract one with a genuinely interesting idea and to give them some creative freedom to help you develop the idea. That gets them more personally invested in seeing your project succeed, to the point that they'll take pay cuts, because then its not just your project, but theirs as well.

If you don't do that then it turns into just another gig that artists worth their salt automatically become emotionally detached from, thus they'll take less liberties when it comes to a budget.

Sounds legit, if you team-up rather boss, people will work together to a goal and limit their need to substancial minimum.

just find artists living in third world countries to kick that project from thousand dollars to around 500 dollars

I should be more precise. it costs 60 dollars without text and color, that cost extra again, but I think the quality is still more then worth it.
