Kids Next Door had an ongoing story and plenty more lore on top of it. Plus it had tons of potential ever since they introduced the Moon Base and showed that there were KND sectors all over the world.
Season 5 of the Powerpuff Girls is really 'eh'. I realized why, too many directors without a set direction and little knowledge of what made the older seasons worked. Even Season 1 was 'eh' but for different reasons. Post-Movie Powerpuff Girls is all over the place, I'd barely put it over the reboot.

I really like the movie but it also is absolutely nothing like the show itself.
As to OP's question of "Why", when Craig made the movie executives demanded for it to be an origin film that was also darker and edgier to attract boys and older audiences.
This. I actually watched and liked the series when this released and every single trailer and promo for it put me off. It was so unusually serious and what little humor was in the trailers seemed forced. I wonder what the level of cringe for parents who went watch this at the movies was.
McCracken presented two ideas to CN, the origin story or the story of the key of the world (which they would later do for the tenth anniversary special). CN chose the origin.
Damn, it would have been awesome to see what the key of the world would have played out like in movie form
