No more than your average city official. He’s trying to go clean
Fisk has always gotten the better of heroes and gotten off free. His whole thing is that he distances his crimes from himself and there's nothing that can be done about it aside from beating him up. He still goes to jail from time to time but he gets out. Right now it's low key Dark Reign 2.0.

You're thinking of Secret Empire. That whole thing is the only feasible explanation for why so many New Yorkers would support him.
I actually like this as the current status quo. It gives Fisk a sort of political immunity and pull he didn't have prior when a private businessman. Furthermore, as much as this sounds like a cop out, Fisk is rather low tier concern, and arguably a necessary evil. Sure he's a HUGE pain in ass for guys like Spidey, Daredevil, The Punisher, and The Heroes for Hire, but considering NY faces cosmic and world ending threats on a regular basis he's not exactly on The Avengers radar so to speak.
My question is that why did most of the Avengers think Peter was in league with Fisk in the first place? Kingpin was giving Spider-Man inflated praise because it made him look good in the polls, and it drove The Web Head nuts. For whatever reason Matt Murdock, Luke Cage,and Johnny Storm also bought this, and started acting like dicks towards Peter. I don't know, it just seems a bit odd

SHIELD gets most of it's funding and organizational material from the United States. And since most European countries probably balk at having holding cells and research and development labs of hazardous materials on their lands, SHIELD keeps them in the USA in remote areas, like Project Pegasus and The Cube. So while officially governed by a UN charter, if the US pulls the plug SHIELD goes with it.
I feel like more supervillains should run for office. They have a lot of material to work with.
