No it isn't. You need your hands for countless basic everyday tasks. If you didn't have your hands you'd probably die unless you had someone to help you.

The battle with the fire lord and the time he saved Katara, clearly he was well aware what he was doing and what was going on. But besides that he shouldn't go into the state if he can't control it.

Aang couldn't voluntarily enter the Avatar state at that point. There was a whole episode about that in season 2, where he and the Earth Kingdom general try to get him into the Avatar state and nothing works until the general seriously starts attacking him and pretends to murder Katara. If Aang could pick and choose when he entered the Avatar state he probably would have ended the war a lot earlier.
Firebending isn't necessary to survive. It's a useful tool, being able to start fires with a snap of your fingers, but it's not like you would die without it. Cutting off someone's hands is completely different. You can't work, you can't feed yourself, you can't open doors, you can't catch food, you can't even wipe your own ass. Getting your hands cut off, especially in the show's pre-modern setting, is basically a death sentence. Losing magic fireball powers is not.
