What am I looking at?
I can briefly explain since I followed it unironically for about a month or two as a kid.
It's called "Maggie and Eric" and its takes place, like, ten or fifteen years after the current Simpsons continuity. The concept is that despite his sterility, Homer and Marge were able to conceive a fourth child, whom they name Eric. Fast forward enough time and you have a series that focuses on Maggie Simpson's rebellious teenage hijinx and Eric Simpson's youthful exuberance. The series would also feature Bart and Lisa as twenty-somethings I guess; all I recall is that Bart works as a local Christian Rock Radio DJ with Jessica Lovejoy. I forget what Lisa's up to, probably because I didn't care for whatever reason, which is odd because my hormones should have been dictating myself to focus on her and Maggie and their provocative depictions in the various pieces of artwork that the aforementioned giga autist would draw.
Which is to say, this guy really liked to draw Maggie with glistening abs, and from OP's picture it looks like Lisa had a similar treatment. I can't necessarily fault him for drawing what turns him on, but he didn't need a whole cartoon series for it.

He DID actually make a comic at one point where Maggie and Eric time-travelled to meet Bart and Lisa as kids. I recall them having to explain to Homer that he wasn't sterile after all.

There have been far worse autists. For example there was a literally dyslexic Britbong on NoHomers who made a bunch of fanscripts for his Maggie aged up "series" where she's in kindergarden and she also ends up naked in almost all of his scripts.

I admit, I wrote a terribly stupid fanscript once which was supposed to be a "sequel" to Lisa's Rival where Lisa goes over to Allison's house and discovers her family practices nudism and Lisa asks Marge why can Allison do that but I can't. I never finished it though.
