Evidently it's not because they want people to think of the Birds as Babs' team. If I had to guess, DC seems to be terrified of the mainstream perception of Batgirl changing to a mantle instead of just being synonymous with Barbara Gordon. Even if Steph and Cass were still Spoiler and Orphan, putting them in a book called "Batgirls" or whatever might still be too risky in their eyes.
