The reason it looked decent for the time period is that the movie and the series were greenlit by Nick at the same time and the production company managed to convince Nick to make the movie first so that they could build all the character models and locations at theatrical resolution using the movie's budget and then re-use them for the show.
The show actually looks better than the movie in many respects because they were able to spend the money they didn't have to use on creating assets to improve the lighting and textures
