Pretty much, yeah. They wanted to do an updated Jack and the Beanstalk story, but couldn't decide how to approach it. The stuff they presented publicly changed dramatically over time - sometimes the tiny dude was the main character, sometimes it was the giant girl. In the end they just announced that it wasn't working out for them, so they shelved it to focus on other projects.

I mean it seems unlikely Disney would get cold feet because of fetish fuel when it's never stopped them in the past.

It's possible they couldn't prevent it from being fetishy. The only song they revealed was "My Little Man" and was pretty damn fetishy.

Most likely it was a combination of pretty much every film involving giants flopping in the last decade, young Disney Princesses not selling well and them being unable to figure out how to put in a "let it go" / "how far I'll go" song. Plus China (Mulan took its place in the schedule and natually their next animated film has a Chinese setting).

The problem is that they couldn't find ways to shill a narrative not the fetishes.
At glance it was just the beanstalk tale with a kid giant instead of the big ones so it was mostly comedic, somewhere in between the concept and writing broke off, that's the curious part, either the mouse couldn't find a way to move merch or they failed to see a way to insert a narrative on what was supposed to be harmless entertainment.

Old Disney would have made me believe it was a merch thing, New Disney makes me believe they probably advanced the idea of a narrative but got cold feet after marvel and starwars hence the supposed rewrites and eventual shelving, they can't catch a break when China hates this shit and they get flak in the west as they looses their harmless children entertainment image.

Frozen and Tangled both were in development hell and were dramatically different from their final product:

Tangled was Rapunzel Unbraided, an Isekai that had a oil painting look to it, basically enchanted in reverse.

Frozen was much more closer to the original fairy tale. Elsa went full evil and kidnapped Hans. Then they wrote Let it Go, realized they couldn't make such a hit song a villain song and rewrote it and rushed to get it all animated. Pic is her early design

I'm a sucker for the ice powered villanes archetype.

They needed to age it up, make her the ambiguous 15-23 age that most princesses are. Make it so that she either wants to fight the storm giants and couldn't or that she didn't want to fight them.

The big problem is making her older loses the whole "he's my pet/toy" aspect. Although also possible you could write it so it's the reverse of the usual Disney Princess story and that she enjoys being shut in and wants to avoid the outside world.

Honestly making the guy the reason she comes out of the shell would have been sweet, but we can't have that anymore, it works if she was a little shy girl with her pet talking/toy, however that would put too much agency on the male character and new Disney fucking hates that, we can't have Aladdin anymore.
It's also a hard sell to marketing trying to pander to China, despite Chinese people being actually starving for western aesthetics instead of more subpar vaguely Asian settings the marketing teams think will be appealing.
You can't forget China censorship any sort of rebellion is seen as terrible for them unless they are pro the ruling party wich would defeat the purpose of a story about a little girl becoming brave enough to stand on her own.
