He's just calls to the basic chaos figure archetype.
Because we all are Jokers in this society

Those are the “Kuhrayzeee!” characters, Joker’s just chaotic evil but flavours it with a comedy motif
Because he's a character who intentionally try to be fun and have fun, people like that, that's his main appeal.
Because he's the perfect foil to Batman and a great visual.
Even in his most light-hearted incarnations Batman still dresses in gray and is a square-jawed, bland authority figure who always makes the same poses and expressions. Joker is always expressive, dynamic, colorful and dominates when he shows up. Some of his best-remembered scenes are just cameos (like when he's shown laughing at A Critique of Pure Reason in Swamp Thing), and you can't say that about many other characters in comics. This has always been true; Penguin only made 22 appearances in the Golden Age, Catwoman 12, Two-Face 7 (four of which weren't even Harvey). The Joker made 48 appearances (not even counting cameos or covers), so he's proven himself timeless and a guaranteed way to drive sales up. Netting two different actors awards hasn't hurt.

Take everything you can possibly like about Joker:

>him being the “perfect foil” to his nemesis? You can rephrase that to fit literally any hero & villian. Supes & Lex, Luke & Vader, Holmes & Moriarty. There’s always something emblematically contrasting the two
>his competence? Hard being a supervillian if you’re not really good at your job to begin with
>his rarely shown paradoxically self-destructive lack of belief he can atone for his past & therefore inherently suicidal drive to drag others down with him that Moore used in KJ? Was literally a carbon copy of Comedian’s struggle from Moore’s Watchmen, & has been done in much further detail as far back as Paradise Lost in Lucifer
People like Joker as a character more than any of the previous examples because he’s confident, charismatic & entertaining - which translated into all the games, movies & major stories he’s appeared in sans Jared Leto. That’s why people like him, because he’s fun
