What they did is basically split Darkwing duck into two for the new Ducktales: negative traits to old darkwing -> negaduck/positive traits to new darkwing (but ultimately useless compared to say gizmo duck) In universe the old darkwing duck is a live-action show much like Batman 60's, and that's the darkwing cartoon that we would know and love. So when Scrooge decides to do a gritty reboot a la Dark Knight he hires an actor who grew up watching the show and idealized the positives of it, standing up for others, never giving up, being best friends with launch pad, etc. Meanwhile, the old actor gets wind of it and is pissed for not being told, so he gets Launchpad (another fan pissed at a reboot not getting what made people like Darkwing duck) to fuck with it.

Ducktales reboot was shit from day 1 when they made Wendy Mabel Pines 2.0,complete with grappling hook and Ms. Beakley some secret agent shit. Then they added in Lena and shit.
Now it's just Disney Afernoon nostalgia pandering with zero reason why these characters should be in the show except because they're nostalgic. Darkwing being a TV show nod was cute at first, then they made him an actual thing.
