It was also established in Last airbender that avatars have spirit animals. And a big bear/dog does seem fitting for Korra desu, it's just that Bryke also couldn't utilize this thing.

I assumed that she became pointless when Korra transitioned back into being a more world spanning narrative. I remember Korra riding a Sky Bison at one point, which I thought was funny, because "Where's naga, Korra's animal guide?"
Naga was obviously designed for Republic City and then promptly relegated. A complete failure next to Appa.

I think Korra's biggest problem is Team Avatar. The main cast is nowhere near as engaging or likable as the Old Team Avatar, and they don't really work that well together.
I remember them being better after they split up for long periods of time.
I think a big reason why Book 3 works so well is because you get the same kind of feeling towards the old Team Avatar in the Red Lotus. They have a better synergy than the real Team Avatar.
Also, why does Ming Hua have hands in this picture? She was born without arms.
