I honestly think they planned for Silvermane, but didn't want to pay extra for a new voice actor and face model.
Skinless design for Jane Doe was edgy and dumb. Her looking like a generic woman was kind of clever and what's worse is that they never explain where the fuck her skin went. In the grand scheme of things Jane Doe's a pretty C-list villain so at least it isn't that big a deal.
I hate people who defend this bullshit. Doom's mom was taken by demons, his scars come from his attempt to save his mom. He hates demons and he's not going to make a deal with them, it would be like giving up something he loved to make a deal with Richards but worse.
Plus Doom doesn't make deals, if he wants power he takes it.

Scorpion's original look was pure ass. That being said, he hit a sweet spot in the 90s where people simply made adjustments to his old look to make it non retarded.
And ever since then, we've been dealt complete garbage mecha robo scifi designs or going back to his garbage original look, even though he was fixed long ago.
I kinda like skinless designs, but yeah, Jane's original look was much more effective. I mean, it's one thing to look like a monster in Gotham (like, 70% of the population does), but just looking like a generic, bland person amidst a sea of freaks could arguably look scarier in the hands of the right artist. It would have you wondering why she's so special.
Scorpion just needs
A. added color, yellow, blue, different shades of green, whatever just don't make it one solid shade
B. his tail to not be a doofy billy club but actually look weaponized
C. his mask to have more detail than "it's a ski mask that looks glued to his face and somehow moves with his lips"
