It's a mixture of 90's Disney with a dash of anime or Scott Pilgrim thrown in depending on your flavor. But it's done completely amateurish because usually it's people trying to mimic those styles rather than learning how to draw from life and THEN learning how to draw stylized characters using other artists as sources of inspiration.

Not all on tumblr is as bad as the examples posted, true. I rarely go to that site nowadays but a lot of the "fandom" art you find in the tags is getting consistently uglier.
The sad thing is a lot of these artists really have talent and skills to make appealing work but it's almost as if they get caught on echo chambers and are getting groomed to constantly draw the ugliest characters possible instead.
Pic related is nice Harry Potter fanart from tumblr. But you'll have to swim through lots of unappealing race-bended reimaginings of hermione, shippy crap and "x character identifies as hypersexual and supports identity issues rights" to find them and it's not worth the time and effort.
