It's very possible that something of that nature could happen, but at the very least the plan was more fleshed out, there was a terrible logic to it that made the reader actually ask themselves "Fuck, could that actually work?"

The movie version plays out just like a bad guy killing people and being crazy. I don't buy the movie plan at all, I don't believe it could work. The comic plan, I believed it had a chance. Point of the squid wasn't that it was internally logical in the setting. It was the final part of the deconstruction of the superhero story. The villain's scheme is exactly as stupid and illogical as every supervillain scheme is, you're supposed to see Ozy as every bit as delusional and ridiculous as silver age Lex Luthor. Premise of the comic is "what if people in the real world acted like they were in a superhero comic?"
The idea that Ozy was in anyway rational is a willful misinterpretation of the book by people too immature to understand the satire, spurred on by Moore's descent into self-righteous lunacy

The only way to cut the gordian knot of the geopolitical situation in the 1980's--a world that had balanced precariously on the sword point of MAD--mutually assured (thermonuclear) destruction as the basis of relations between the US and USSR for four decades. It was meant to cause cooperation between the two akin to their WW2 alliance.
