All of the Diamonds have authority over the gems. Whether it's tied to gem powers or just because they're the fucking Diamonds we don't know, but we DO know is that the Gems broadcast their allegiance on their bodies. Peridot had a yellow diamond on her chest, Peal wore Pink a few times at least, and all of the Crystal Gems wore a Star to show their loyalty to Rose. But what matters the most is that, under the assumption that this power IS tied to Gem Magic, it means that Steven inherited it too.

The episode echoes The Test and the missions that preceded it for Steven. They gave her a chance to succeed, but tried to game it so she couldn’t fail. There is no way they could have set up the Cluster without her knowing. Plus, the control panels are scaled for Pink’s hands, not a minor Gem’s nor any other Diamond.

It was Yellow’s last ditch effort to “win” for Pink. Yellow says she didn’t think Pink was ready, but gave her the benefit of the doubt anyway.

Each Diamond has their own was of using their Authority, Yellow has force, Blue had Sorrow, White has pure fucking dominance, and Pink had adoration. By the end of the first season he had the entire town in the palm of his hand, and spent the next few seasons growing his harem army until he had the entire empire on his side. What makes it so people don't catch on to this shit is he rules through good morals and compassion, he rules through something you can't object lest you are the villain. why the hell would Pink not handled the Cluster in the thousands of years before it "hatched", then? Obviously Pink did not know about it. Yellow had no reason to scrap the colony until after the Crystal Gems shattered Pink, that was when she wanted to put an end to all this by using the shattered remains of the Earth's protectors to destroy it. I do interpret that we actually saw one of Pink's last, if not the last, conversation she had with her fellow Diamonds in Can't Go Back since the episode implies Blue's final line

Based on the proportions of the Era 1 Peridots we saw, they are just taller. Not bigger overall.

Peridots canonically used to be bigger before Homeworld started running out of resources, but when they started cutting corners, they used tech to compensate, with things like the Limb Enhancers. Also, Peridot used her robinoid to access the hand panel remotely, so there's really no conversation to be had: Only Steven can access Pink Diamond panels because he has her diamond, and they're pink. The panel you're talking about was clearly designed for use by a Peridot, because Clusters are similar to what Peridots do in kindergartens, and Yellow Diamond sent peridot, who knows all about them, to oversee completion of the cluster. It's why YD says "I want my cluster". My cluster. She's the military leader from all appearances, she's the one who oversees geo-weapons.
