Ultragirl is one of those characters that I really wish more was done with. If it were up to me I'd want to do a kind of cosmic odyssey/roadtrip comic with her, Thor Girl, Deathcry and Cloud 9.

Wesker never really did it for me because I don't think he really stands out among the rest of Batman's "grotesque" gangsters and I feel like he'd be better suited as one of the rare success stories for Arkham. Riley had a much stronger visual theme as pointed out by , but as points out she was basically a non-person otherwise. While Belzer doesn't really have a great collection of stories, I really like her minimal, almost J-horror-esque design and the fact that she's one of the few female villains who is regularly drawn to look ugly and unsettling. She works really well with the gothic motifs of Batman and her powerset works really well as a threat without suffering from the power creep that plagues Bat-villains.

And Shuma Gorath was playable in Marvel vs Capcom, so maybe Starro will be in Injustice 3!
