Even if we take the pokadex an just flavor text he can still drop f^ckers from orbit and fight people who can create massive weather condition and before someone say that's just Environmental Destruction so it doesn't count, unlike most fictional character pokemon attacks are based on the same stuff weather changing moves are so it should count
