So far I haven't had any trouble finding russian-language titles uploaded somewhere online, but more obscure regional stuff with a tiny viewership like estonian shorts from that time are a significantly bigger headache to track down.

True that, but all due praise to the fansubbers for what has been done so far.
Unfortunately not only is it hard work, but the fruits of the labor keep getting taken down.
Though I recently discovered this online subbing platform called Amara, where a sub script is applied to any added and embedded video. If the video stops working for some reason, the project manager can just change the URL, since the original footage is much more likely to pop up again. Entrusting these projects to an active group, who will keep the videos up-to-date should make things much easier.
