People say Cell doesn't come back because he's really unpopular in Japan... But then how is he still iconic enough to make appearances in every single video game? I say that complex design is the real reason he's not coming back. He might just get ressurected eventually, but he will get a new epic recolor form that will magically make all of his spots go away.
Toriyama is an artist first and foremost. Cell was not entirely an editorial invention: Toriyama was evidently coming up with a design for a new bad guy at the time, but that's all it was, a cool design, not an actual character. Which is why these early Cell designs are pretty much simultaneously early designs for Cooler, Janemba and even Buuhan, even though all of them are separate villains.
