Both the comic and cartoon are very inconsistent about whether or not others can understand Garfield.

I always assumed they make animal sounds and gesticulate to get the meaning across.
Like in the OP, Arlene cuddled Garfield, getting the "I like you" meaning across. Then Garfield backs away and points to himself, getting the "I like myself" across. But she misunderstood, because he meant "I like myself when i am with you"
