Because cartoons always pick the most obvious names for those types of characters. Kind of like how quirky characters have uncommon or weird names or nerd characters have nerdy names. They want to hammer home the type of character they are in as many ways as possible.
Because they're supposed to imply the simple broad nature of the characters.

This was totally me in highschool, not trying to even project but I was a pretty big guy into sports but also pretty retarded and autistic. The jocks and girls mistook my autism as pure confidence and they thought I was cool for it. I bullied the nerds talking about digimon and cartoons and shit to cover up my own insecurities about having no one in my friend group to talk about it with. If someone in that description bullied you in hs sorry I turned over a new leaf and I’m not a stereotypical jock bully anymore

Each and every cartoon listed there is from the 2000s, where most people born in the 60s would be 40 and would have dominated the industry demographically.
The easiesr example here is Butch Hartman putting this stereotype into two shows where his self-insert is a social outcast loser.
The only real "jock" guy in my class was actually pretty chill. Some of the people he was friends with were cunts to me but I kinda deserved it since I would quote South Park without saying I was quoting South Park, so they probably thought I actually meant some of the terrible shit I said.

Not really. Social dynamics are much more prevalent reason in upper-class schools. You're mostly likely to see modern jerk jocks in schools that place an overwhelming emphasis on sports or that rely heavily on sports for funding, and even then you're probably looking at only a handful of kids who could get away with it.
That's because high school sports stopped being the center of a community's world. It used to be a high school sports team was a big deal, and the star athletes on those teams were given huge amounts of praise and attention not only by their peers but by teachers and even regular people in the community.
So this obviously makes the star athlete get a big head and feel important, and it also allows them to get away with mischief, which emboldens them into ever more extreme feats of misbehavior, including bullying.
There's also the fact that they probably felt a lot of pressure to succeed, and they relieved that by tormenting others. Or it could be that the loners and outcasts, who typically don't go to parties or sporting events, made them question their own social status by seeing somebody who lives completely outside it, and they deal with that insecurity by picking on them.
Lots of theories about why privileged kids bully others.
Schools that place an overwhelming emphasis on sports aren't always separate from upper-class schools. Sure only a handful of kids get away with cases with people getting killed because they were used as tackling practice or told to swim the length of a river. But those are the worst case scenarios. Your garden variety hazing ritual, that doesn't get anyone killed, is still evidence of the jerk jocks being a thing.

It depends on the story, there are still stories with good guy jocks. It's just when you need an easy bully you either go dumb jock or juvenile psychopath because it's easy.
