Those are NOT the reasons those movies flopped. These are kid movies.
LEGO 2 flopped because it strayed too far from the original setting and the Wacky Space Queeeeen didn't attract as much attention as the first movie did with its Lego-City settings.
Onward failed because it was a trite fantasy world. "What if the world was just the same it is now, but with a few magical creatures?" The protagonists were a couple of boring twenty-something smurfs.
What both movies have in common is bad settings that were obvious to kids.
Isn't that the OP's point though? You can't really separate the PR from the impression people are going to get ahead of time, and they're not just misrepresenting the movies by highlighting aspects that aren't actually important to the plot, they're highlighting things that actively deter people from seeing them. There's a sense of disconnect where they think appealing to a minority audience will give the movie mass appeal. If the movies were being sold purely on whether they looked interesting, the issue wouldn't exist.
More than that I think it's because social commentary often gets preachy and not fun. People have learned to stay clear of it. Same way people make fun of Christian rock music, for example. It comes off as insincere.
Good God, those are some ugly character designs. I know this is off-topic, but that probably has something to do with it too. You know it's trouble when they can't even make the promotional materials look tolerable.

I think it is more of poor timing. Lego Movie 2 was a February release. Wasn't Lego Ninjago movie released a couple of months beforehand? Onward suffered from the COVID-19 outbreak. The Emoji Movie wasn't about anything. It was a mish-mash of half-thought-through ideas, written by an imbecile that saw nothing wrong with having a character say that reading and writing is lame, with the main character agreeing and dedicating himself to trying to find a fucking emoji to sum up his feelings instead of typing a few words. Studios figured out that if they aren't confident about a project they can save face by calming it's got some kind of social message, knowing a certain percentage of people will then squabble over said message either for or against it. Not only does this double as a free publicity boost, but it also provides an escape hatch. If the movie's a hit, it's because they did the right thing and appealed to all the good progressives to come out to the theater. If the movie's a bomb, they can blame the nasty unwoke masses for not seeing its true value.
