She's a loving, boring wife and mother. Much like Rite from The Loud House there isn't much you can do with her that doesn't involve her getting into ridiculous situations.
She's the most normal person in the show. The only personality defects she has are naivety and a bit of stuffiness. Not much you can do with that.
I like the dress epispde i thought it was pretty spot on and fun, and thats 100% a marge episode.
The key to her character is those little moments and quirks that remind the audience she's not as normal as she thinks she is, but it's hard to write an entire episode around that.

The problem with Marge isn't that she's difficult to write.The problem is that Bill Oakley keeps giving her episodes to new writers who inevitably end up taking this a challenge to write a good episode despite her character.
It's a wonder how The Simpsons was ever good in the first place with that kind of decision making.
Bill Oakley wrote Marge gets a Job and that's a top-tier golden age episode. The newbie writing Marge thing was actually a good idea... back in the 90's

I don't think any less of Bill as a writer. But as a man making decisions? That's a bad one. If there's a problem, you fix it. You don't make it into some sort of hurdle to test the newbies. You just put it out there that Marge is and always will be the hardest character to write.

But it wasn't Bill who made that decision, he was the newbie in Season 4 so he got to write the Marge episodes, it was Mike Reiss's initial idea.
Anyway, Bill hasn't worked on the show since 1997.

The original concept of Ned was clearly that he was slightly nut noticeably superior to Homer in every way; he was slimmer, had more hair, apparently made more money because his material possessions were nicer, his wife was better-looking (it's Maude's cleavage that Homer oggles in that one early episode), his children were better-behaved, and, in the aspect that got bloated to crowd out all others, his religious faith was sincere where Homer's was a shallow grumbling obligation or habit.
Wow this show is way too long in the tooth. Felt like I just read an ancient text written by a historian. OP started this thread off with an idea that Bill practised a quarter of a century ago and it also turned out that this wasn't even his original idea. Actual historians are going to have to talk about The Simpsons like they do for Sazae-San.

What are the exceptions? Because they've done a ton of them.
Eh, her character is generally the straight man, Straight men can be easy to write, they're just not necessarily easy to write well or be the driving force of an episode if you want to keep their character consistent.
Women are much harder to make interesting/funny (The Simpsons was always the Bart and Homer show)

That was the cherry on top; he was cheerful and friendly; he clearly had no notion that he was better than Homer in every way. The most antagonistic he ever was was when he agreed for Bart and Todd to compete in mini-golf, and Homer had to extensively goad him into it, plus he had second-thoughts about using their sons in such a manner.

Yes, Flanders was the ‘grass is always greener’ neighbour who Homer couldn’t help comparing himself with and always came up short - We all have that idealised family we know who seem perfect in every way. The Flanders were just that family to the Simpsons.

This is the root origin of the "women aren't funny" meme. It's not because women lack the capacity for humor. It's that, for whatever reason, most American women are incapable of laughing at themselves. This is essential in comedy. When all else fails, a comedian needs to be able to make fun of himself. Comedians have to be self-deprecating, because mocking your own flaws is an easy but effective way of generating jokes. Jim Gaffigan's made an entire career out of it. But the overwhelming majority of women can't mock themselves, for whatever reason.
