This is part of Perry's dream. He met them when Phineas and Ferb were already together, so he assumed that was how they met.
Because he was correcting a weirdly common misconception about the show; a lot of people miss that it's a blended family.
It matches with the flashback where they got Perry though since that was three years later.
The creators straight up said it wasn't true.
The point is that they did not meet like this, if we take into account Linda's comment in Agent Doof, they have been together since they were babies.
Plus they've been doing that for years since it's been a popular fan theory almost from the start. .
