Having a black woman play Starfire was never the issue. DC's obsession with hyper-realism(which in media no longer means actual realism but overly gritty/dark) and bad costume design(wanting to be more realistic and not silly because super hero costumes are for kids) was the problem.
Starfire was originally based on a woman of colour. If I recall, it was a Latina dancer who was the visual inspiration. Anna Diop is an attractive woman, but even the prettiest woman can be made to look awful with bad costume design and makeup.
Producer went cheap on SFX and didn't want to make her orange.

Toonfire has kind of usurped the comic version much like Toon-Raven because they were never jerked around as characters because different writers had conflicting opinions on how they should be. They were written to be fun and endearing and so people remember them more fondly.
She's also not white, or Asian, or Native, or Black, or Eurasian. So, in that case noone could play her.

There's next to no controversy over that casting, nor the fact that he's not green. It's pretty clear you need a bit of a budget when it comes to certain Titan members. They ust had to make do with so it kind of feels a bit power rangersey at times, which can be endearing, but is probably not what people expected for a Teen Titans show.

Given that cosplayers can outdo these big production studios on a microfraction of the budget, I don't think it's a good excuse. It's an unwillingness to embrace the silliness and colourfulness of superheroes that ultimately hurts the visual design.

I got to say despite my shock and appal at the behind scenes images of Starfire, in the actual show thought she looks fine. I guess it's the personality I thought we're going to get more the kind of alien, naive confused, Starfire that we got in the Teen titans cartoon. But, hey this is a different interpretation and it looks like they wanted her to be some sort of like big sister to Raven.

I think it's also the fact that they were going for a 'darker tone', therefore everything including the costumes were toned down. However, Hawk and Dove's costumes I think are really good and Dove is pretty much all white. Obviously they greyed in up a bit, but still you could tell that it was the costume and it's really good. So, it could have been done for Starfire, too. I don't know why they made that decision but I'm certainly not stupid enough to blame the actress for it for something that is completely out of her control. She does not deserve to be put on a ledge for somebody else's work.
