Exactly the clones are the same thing but given the revelation about Rusty being a clone it's not too much of a jump to see that Action Man killed quite a few of them with his wake up stunt yet Jonas didn't stop him.

None, most likely. The Rusty clone we know now is more than likely the prototype of his cloning tech. Otherwise he wouldn't have had the teratoma problem that Jonas and Ben later fixed. Rusty himself created a lab-full of Hank and Dean clones because when he inherited his father's estate Jonas Sr. and Ben had already perfected the technology.

I don't think he's declining. He was really at a bad point around the time season 7 came out, like more serious than apparently what was said at the time. But his situation has improved, he's still in a lot of pain if he tries to walk however.

It's probably a side effect of his lifestyle/daily habits. The guy smokes a shitload and probably doesn't eat enough. I've seen this shit happen to people who give into these kinds of vices too much where their bodies just deteriorate. It also doesn't help that he's in his 50s now. He's still carrying on doing the same things he was doing 30 years ago and his body simply can't handle it anymore.

He's... more capable, I guess? He's not AS dismissive of the boys as Jonas was of Rusty, and they still have their moments together - but he's still neglectful, self-imposing, and lets them roam around superheroes and supervillains without much of a care.

I believe so. He's not the best dad, or even the best person, but better than Jonas on both accounts IMO. And then turned them into horrible fly monsters. Rusty WANTS to be a better parent than Jonas but he has no idea how, and wasn't forced to really start learning until after the clones were destroyed.
He has Ménière's disease which is an inner ear disorder that affects both hearing and balance so I suspect he took a bad fall and injured his spine. Their studio is on an upper floor of an ancient meat packing factory so I wouldn't be shocked if he fell down some stairs.

After the Blue Morpho arc there really isn't any doubt to how shitty a person Jonas was. Even if Rusty is being melodramatic the fact he even has memories like that to be melodramatic about is fucked up. I'm sure in Jonas' narcissistic mind he was the perfect father to Rusty.

Not likely. Jonas cloned Rusty because he had no issue using his son as a lab-rat to test run his new cloning tech. It was likely that after the prototype clone that he actively kept that one alive hence why the one we know in the show is ridden with PTSD. He didn't have the luxury of having been cloned a shitload of times because the technology was imperfect and because the learning beds hadn't been integrated yet to transfer synaptic data. Thus he wasn't spared all the traumatic shit that he had to endure and thus had to survive all of it. Hank and Dean were spared it and thus got to start off from when they were last in the beds as far as their consciousnesses were concerned. Rusty just cloned his sons to keep up appearances so that he could keep social services and the police off his ass.

I think he is, but he also has no idea how to be a great father himself because he had to learn from Jonas's example. He just tries to do a little better.
I imagine Rusty was kidnapped and killed by supervillains a lot. And probably also the random trap in a hidden temple killed a few. But rusty being a little kid in the early 60s when Kennedy was alive, still a little kid in the early 70s when Jackie O remarried, and then going to college in the early 80s shows he lost almost 10 years in constantly being cloned over and over again.
Oh god yes sure he's done some things like knocking up a teenager but he will never be as bad as his father in comparison he at least tries to make his kids have normal lives to a degree and uses his experiences as a boy adventurer to try and make sure they don't turned as messed up.
Rusty hardly ever cared about Hank. Dean was who he was grooming to take over the family business, anyway, so Hank living with a geriatric Action Man probably didn't bother Rusty in the slightest.
I think Rusty wanted the boys to be with guardians that would absolutely murder anyone who tried to come after them. Even if Rodney and Horace are complete assholes they would keep the boys alive.
