Both are fine and equally acceptable. Sith teachings and knowledge were forgotten, rediscovered, actively suppressed and fervently promoted across the millenia of the rule of two. Just because Palpatine decided that Vader would have to go out and earn a new crystal (and take further steps down the path of the Dark Side) does not preclude Palpatine knowing how to create crystals in an arcane and lengthy process, or that he did not proceed to teach this method to Vader later.
