It doesn't work that way. They presumably wanted to blend the settings of dkc1 and dkc2 without necessarily combining them.
So k. Rook was kept in his same role and persona as dkc1 while kaptain skurvy was created as a shout-out to k. Rool's dkc2 persona.
It's really not an issue.
