This movie was surprisingly successful at the box office. It was Disney's most profitable film since Lion King. Come to think of it, it was the last truly successful 2D animated movie until the Simpsons movie came out

Story-wise, it makes no sense. But on an animation and marketing level, it would probably be a pain in the ass to animate a hairy and bearded Tarzan that might be seen as dirty and rough to the general audience.
