People who think that Batman should kill are missing the reason the authorities don't kill the villians either. To sell more comic books. Batman's in universe lore is that he doesn't kill, don't use the fact that villians are fun and iconic as a reason for why in universe lore doesn't make sense. It's called the suspension of disbelief.

Suspension of Disbelief only works so long as the audience is not forced into a situation where they can no longer suspend their disbelief and are forced to ask why the writer did/does something.
