Was there a tie-in or crossover that set this up?
The setup was the preceding issues of Immortal Hulk because this is the latest development in Immortal Hulk
#25 (Breaker of Worlds) ended with Leader receiving the warning from the Ninth Cosmos about the end of everything induced by a TOBA-Consumed Hulk.
The question is whether him receiving this message is a Self-Fulfilling Prophesy, or whether his current interference is changing the future Bad End to benefit himself.
To guarantee the One Below All wins, obviously.
The next issues, #34, will go into the background of the Leader and how he got to where he is now.
TOBA is so fucking unnoriginal, god fucking admnit another 2 dimensional and shallow cosmic entity who wants to destroy all life due to their nature, he's just like Knull, Amatsu-Mikaboshi, Void, Oblivion, Abraxas, The Black Winter etc etc etc
I just thought I remember someone talking about a specific event of Leader and Brian manipulating things from the Below Place, but they didn't show that before this panel. And now Leader is controlling the Green Door?

Wait a fucking minute, I thought the concept of time travel was limited to the multiverse, how the fuck the bug went to the previous cosmos? Can you go back in time before the First Firmament created the Celestials as well?
Probably it was possible due to gamma shenanigans.
But there is no reason to believe travelling between Multiverses isn't possible. It is more of a teleport rather than time travel.
The 9th Cosmos is the "future" of Marvel Prime, so a Tiding Fly would have to travel backwards in time on the 9th Cosmos' version of the Prime Earth go to the 8th. You can say a meta reason for it is because TOBA corrupted the story so it's an infinite timeloop.

He's tried to merge with the universe (I think that's how he "died" before the Bruce Jones run started) or gain all it's knowledge before, so I'm glad to see him making a bid for that kind of cosmic-scale power.

Look, everyone here hates the stupid "Six months later you're on The Avengers" and "You're a middle-aged white guy talking about revolution" scenes. They're shit. No argument.
But the rest of the book has been genuinely intriguing, Ewing clearly knows his lore and has made several forgotten characters work, the body horror angle is intriguing and most of all it's by far been the most interesting The Hulk has been in years. We aren't SJWs, we just want to enjoy one of the only quality books Marvel has been putting out even if there's the occasional cringe-y Woke moment.

So did I, and it made perfect sense to me. His mind just couldn't handle that amount of knowledge, even with the Gamma enhancements. I wouldn't be surprised if some of it lingered though, which is why he was so hell bent on acquiring knowledge in later appearances.

No shit, he's the opposite of TOAA. and it thematically fits because a major theme in Immortal Hulk is duality and shadows. Also, the absence of God.

Don't forget leading the crew to Shadowbase. Before it seemed like Rick exerting some of the Destiny Force, but in hindsight it makes sense a member of the Intelligencia would have knowledge of off the record government installations.

He did once try and turn everyone on Earth into gamma mutates in an annual, and of course there's Middletown. Seeing him create a worldwide Egopolis that would put Doom to shame could be horribly disturbing if we see what kind of laws he would implement.

I know Mimic has long been a moniker associated with the X-Men, but I don't think it's out of place here. Maybe Ranitomeya, or even Imitator, even if it is a little too on the nose. The point is, there's a species of Poison Dart Frog known for mimicking a similar species with that title.
Also, I'd give her face the faintest hint of skull features underneath. Like an oscar statue, or Cassandra Cain's Batgirl mask. Gotta play up the horror aspect.

You know I think, The Leader once called Freehold a "New Eden" or something. Eden + Tree of Knowledge + Pride. There's some angle in this.

Yeah, I remember the Leader was at the end of issue #25, I just thought I missed something because Leader didn't look like he was in the Below Place, and someone posted a comment that seemed to know what happened between then and this image, but I guess he was just guessing based on what's shown here.
I still say Samson's going to fill the Prideful Angel role.

Incredible Hulk #115-117, Incredible Hulk Annual #11, Incredible Hulk #337-346 are all pretty good, if fairly basic superhero stories. I haven't read the Freehold story in a while though.
The original arc from Tales to Astonish #60-74 is also essential reading not just for The Leader, but for establishing the classic Hulk formula. The ending is a bit disappointing, but clearly it's going to be essential to the next few issues as seen here
