iirc in the anime Medusa tries to kill Crona after betraying her, this was post resurrection Medusa and did not happen like in the Manga, also Anime Medusa focused more in driving Stein insane instead of Crona.

Making a full human child would defeat the purpose and not create Steven. Granted, the motives for wanting a specific child of this nature are still pretty messed up but I don't think it has to do with her being a bad mother to Steven since he wouldn't have been made otherwise, more so a bad person with a wrong way of thinking.
