It's a propaganda tactic. Green is a soothing, unalrming color. They want you drop your guard and actually believe they are harmless.
It's just a random correlation. Green has nothing to do with whether these characters are supposed to be black or not. Piccolo, Savage Dragon and Uncle Grandpa are based on reptiles, most of whom are naturally green. Martian Manhunter is an alien, who are tradionally seen as green. Bump and the witch are green because gross supernatural beings are often associated with certain shades of green as well. No idea about the robot, I suppose someone just liked the color palette
