But every joke in this episode is at the expense of Cartman. His act is supposed to be uncomfortable and cringey because he's an ignorant person and this is how he thinks a mentally handicapped person would act. He also thinks it'd be easy to win the special olympics but in reality he's incredibly physically unfit and lost every event.
What makes jokes like this okay is that they're not making fun of mentally handicapped people, they're making fun of an extremely patronizing notion of a handicapped person that someone like Cartman has.

The last example is consistent though, the former episode says that people shouldn't make such a big deal out of smoking and the latter says that vaping is gay, which is entirely different. But I didn't make the image, I just saved it.

I doubt it. They said they would end serialization after 2016 and they still have it going on. There have been some good episodes in the serialization era, but I think every single season would improve if it wasn’t the same tired arc every week. I’d say that the worst “normal” season is better than the second-best serialization season.

I was born in the mid 80s although I don't live in the US so my experience with how much both were made fun of might be different.
Looking solely at South Park though I feel like the Trump continuity episodes are way more grating and repetitive. They did make fun of Bush regularly in early seasons but it was never this tiresome.

Tegridy got annoying as fuck. Just when I thoigh we were done with it after the “Season Finale” episode, we get more Randy hijinks to save the day in the Christmas ending.
The problem I have with serialized seasons is that most of the episodes are not fit for a rewatch, and reply almost entirely on the context of the rest of the season before it. If I see a rerun on tv from 2016 or later, I tend to skip it, and that section in my Hulu is unwatched. I’d honestly rather bingewatch the entirety of season 16 than see a random shitty member berries episode out of order.
