A lot of people tend to agree that Batman has the best rogues gallery, but no one seems to wonder WHY he has the best rogues gallery.
I think I've figured it out, though. And it isn't because "all his villains are a dark reflection of Batmans." MOST villains are a dark reflection of their heroes, at least to some extent.
No, it's because his villains mostly don't have powers. That means that unlike most super villains -- who are defined by what they can DO -- batman's villains are defined by who they ARE.
Look at Spiderman's villains: cool powers, mostly uninteresting personalities. Your run-of-the-mill evil scientists, and thugs using highly advanced technology to commit ridiculously petty crimes. Batman's villains, on the other hand, all have more or less the same "abilities" (infinite supply of thugs, bombs ticking in undisclosed locations they can threaten the town with, etc.). But their outlooks and approaches are what make them dangerous and unique.
Clayface is the exception that proves the rule. The only major Batman villain with real superpowers (save Poison Ivy). And unsurprisingly, there have been eight clayfaces to date. Just as there have been multiple Mirror Masters and Weather Wizards.
Readers would riot if they replace Joker or Two-Face with a different person. But Clayface? Who cares who's getting called that? As long as they've got the look and abilities, nobody really cares.

This is a good post and an extremely good point. That with cape comics, if the character has "powers" than they become associated with their powers, not with this actual character themselves. So writers and audiences view them as interchangeable, "if the "powers" are still there who cares who has them?" seems to be a lot of people's subconscious attitude.
