Basically what you're seeing are three populations:

1- People who are infected and have such severe symptoms they need to be hospitalized. These seem to have relatively high mortality rates.

2- People who are infected and have symptoms severe enough to seek medical attention and self-quarantine. Lower mortality, may progress to 1.

3- People who are infected and are either asymptomatic or who's symptoms are not severe enough for them to seek testing. By definition almost no mortality.

Different countries have different testing regimes, so their reported cases are different mixes of the three groups. This means you have different mortality rates being reported. A country where most of the people who are being tested and reporting are from 1 or 2, is going to show a higher mortality rate than one with a testing regime broad enough to include large numbers of people from population 3.

Basically, we don't really know, and the media is too busy trying to turn this into a fucking horse race to actually get someone to drill into the numbers and present some decent information.
