I think it's more of a size thing than actual skill, which he has plenty of. Post-Flashpoint Damian would probably be next after Jason, or maybe Tim. **Jason and Tim both went on training expeditions under several masters like Bruce, but I think Lost Days was more extensive on non-combat skills.
