Why not judge them by the standards of their time? These terms are purely relative and reliant on comparison with their peers, it makes no sense to judge them by modern standards. Hitler literally talked constantly about how he based his ideas of Lebensraum and the Final Solution on the American idea of Manifest Destiny and the way the US committed genocide on the native tribes. The Indian Wars didn't end until like the 1920s, there were still people alive in the 1940s who had fought in the Civil War, this was very very recent history at the time. Think about people you know in your life that may have fought in Vietnam or Korea, that was actually a longer span of time ago.
