Not really. Trying to hype it purely as Birds of Prey has little brand awareness on it's own. Hyping it purely as the Harley Quinn grrl power-hour might have brought more attention, but reminded people of what a piece of crap Suicide Squad was. Going with both seems what they thought was best of both worlds and have a weird enough title that didn't sound generic like 'Edge of Tomorrow'.
The main problem was that every bit of promotional material was off-putting, like getting cheap stripper cards from skeevy run-down strip clubs in Vegas.

Suicide Squad wasn't well received by most audiences. They have the money, and they probably don't want to see what effectively looked like a sequel to that movie. Also, the virus thing happened.
Honestly, I think keeping the movie title as Birds of Prey and keeping Harley Quinn a secret would have helped. Distancing itself from Leto Joker would have helped it to some degree.

A movie about Joker and Harley's breakup that also introduces a few characters like Montoya and Black Canary, assuming it was good, would have made Harley enough of a draw to headline a movie, while also removing some of the writing pressure of having to introduce a bunch of new characters.
That's really the greatest flaw on Birds of Prey: it was an overstuffed movie that had too many responsibilities. If they had just made a rip off of Leon and focused on building good chemistry between Harley and the orphan (who didn't have to be Cassandra at all), this could have been an okay film.
They might have done that if Jared Leto wasn't a fucking retarded method actor.
The best description I've heard for it is that it felt like the result of splicing together three mediocre movies. No part of it rose all the way to be "good," and trying to put all those different things in there just weakened the individual parts.
Jesus, you could pick something from the first few years of Dixon's run and get a better plot for a Birds of Prey movie. You could make a movie about Harley just trying to figure shit out while Joker was "missing" and it'd be a great movie. This was a fucking layup, and they botched it.
