Discount Peter Parker is more of a trope than a single character. The Marvel universe alone has to have around fifty or so. Of course Of course, I'm biased, Kyle was my favorite GL growing up.

Additionally, Hal always struck me as a bit bland. Douchey, but not douchey enough to stand out a la Gardner. Neitehr especially serious and broody nor especially fun and spunky. Just Some Dude. I know he has some unique elements and stories which built on them, but it wasn't my impression or my major exposure to him.
Serious, exasperated, dutiful, and occasionally petty or cruel Stewart seemed a more interesting and compelling character. An architect (or, hell, graphic designer) seemed like a more unique background , especially in light of his powerset and his approach to using them. Even the animated version who was simply a marine stood out from his teammates in demeanor and approach to heroism.
Then I read some of Stewarts's run, and especially Mosaic, and loved it.
All I hear from the Green Lantern fan base is “GL x is boring” “Nuh uh! GL y is the boring one!”
But rarely hear arguments for why one is actually interesting. Could it be they’re ALL boring?

RELENTLESSLY compelling
Nope. Guy and Jess are consistently filled with personalities and have actual struggles that don't involve throwing girlfriends into a fridge or character assassinating them (hi Kyle and sometimes Hal).
Alan I guess you could construe as boring since his personality doesn't lend itself to being bombastic and entertaining like Guy or Hal, but he has more interesting consistent dynamics with those around him due to being a father (Johns wasted this in the 2007 JSA book imo), father figure, and consistent team player as opposed to solo character.
Comics John and Simon are definitely boring though under multiple writers. Kyle's just generic to the point where he's boring, especially after his solo ended, and Hal can be boring when not written by Johns.
Alright, I'll give it a shot.
Hal Jordan is interesting because he's the Cocky Hotshot done right. His reckless, pigheaded behavior makes for both a compelling character flaw, as well as a plausible explanation for him being so OP, since the rings run on willpower. He does dumb shit, but also does his best thinking on his feet.
He's a man of interesting paradoxes, since he's an incredible galactic superhero, and yet is also a reckless lunatic who couldn't be trusted to run a fast-food restaraunt. Hal can come up with ways to defeat Cosmic Gods and alien armadas, and yet can't manage his personal life at all, to the point that he's been homeless at times. He's ready and willing to kill if he has to, such as when he kills Krona, but is also as compassionate as a superhero should be, and is willing to believe that even villains like Sinestro and Tomar-Tu can redeem themselves. He has regrets and things he struggles with (Parallax), but he's not overly angsty about them.
Hal's down-to-Earth personality makes him work well as a viewpoint character among all the bizarre and exotic aliens he meets in his adventures, while managing to avoid being bland. He also has interesting relationships with Sinestro. Carol Ferris, and Green Arrow.
TL,DR; he's a really well-rounded character, with a strong supporting cast.
I actually like Kyle, but nobody seems to do much of anything with him anymore.

Hal is the charismatic, reckless 50's dick but set in space. He, Superman and Flash really set the standard for breaking the current limits of imagination.
Hal especially for me. Whatever he thinks he can do, he CAN do. Seeing the books going back to that in Moz's run has been fucking incredible.
John is nostalgia bait for people who watched DCAU as it came out but not a great amount of exposure to GL stuff afterwards.
Kyle is 90's bait like you said. But he's also like OP said desu, he's a Peter Parker type character. Which isn't a bad thing. He's the down on his luck Everyman who's fairly handsome but a dork, who's secretly a rockstar hero. And it's a compelling angle, especially with him being an artist and putting that into his constructs.
Simon and Jess are cool, I understand overbloating the Earth GL's on retainer but oh fucking well we broke that long ago.
Also Alan is too cool to be judged among the Lanterns of the Corps.

the series needs to be revamped in a way that makes them all feel like important characters with deep seeded relationships that are interwoven with one another... you know, the way troops in a military or cops who've been working with each other for a long time would have?
unfortunately thats just too much work to expect from one writter and too much common sense for DC to apply so we can pretty much expect to have a bunch of GLs get randomly benched and get thrown away in the toy box to never be seen again

When I was younger in the 90s I enjoyed reading Kyle's comics because he was new, inexperienced and watching him trying to come to grips with being the last Green Lantern without any training was fun and relateable on some level.
Then the Ion crap happened, and he made his new costume, and after that he became the universe's punching bag and he just became depressing.
