The same reason he had to manually heal the cuts he get during the fight with Spinel. His body's auto-heal isn't as potent as his manual healing, which is why the bones still show signs of cracks while everything else he heals is seamless.

I'd say the Gem can't form its own personality unless it goes through a hard reset/poofs or something.
We've essentially been shown that it acts as life support and a source of power for Steven; Steven, in turn, does what the gem of a Gem also usually takes care of, namely, creates a form, does thinking, forms a personality, all that shit.
I'd say it's locked to being symbiotic with Steven, just as Steven is symbiotic with it.

I'm not sure Gem S. could form his own personality. Steven's self comes from his brain, and his diamond seems to be a magic battery fueling his power and instant recovery. Rose essentially wiped herself from her gem to make Steven, leaving it as a blank OS for Steven's human brain to use.

The two ways to look at him in CYM is either he’s an emotional blank other that he can feel anger and is far stronger without flesh Steven but wants the positive feelings from him, or he’s where most of the trauma is and was trying to control himself until he could reunite with flesh Steven.

I’ve got the theory that a small part of Pink Steven remained a bit independent like most Gem Fusions, and was split between giving flesh Steven the ability to survive and grow to make them both stronger and unlocking Pink’s powers early. Its why Steven stopped growing, Pink Steven tried to give him as many powers as he could as quickly as possible once the monsters became a thing before getting back to growing up. Pink Steven seems to be far more uncontrollable, so I’m thinking that flesh Steven has the emotional capacity to master their powers early, like if Pink Steven tried to fly he would be unable to calm himself down enough to ascend or descend intentionally.
