Are they just remaking old What if stories now? Because there was an old issue that was all about other people getting the powers: Flash died, John Jameson died, and Betty Brant quit, and in all three cases Peter Parker managed to come along and synthesize the powers so that he could become Spider-Man anyhow.
Ben probably would have been shot instead and Peter would have done the same thing. Don't forget he had a talk with May's spirit who straight told him she was fine with dying and moving on.
