Goku and Beerus (nowhere near max power) nearly destroyed Universe 7 as collateral damage in their fight, and Whis is significantly more powerful than Beerus at his best. Whis can also travel through time and through different universes with ease.
Whis' feats are easily toppling people whose feats already put them in contention to beat the surfer themselves

To be fair, the DB universe seems to be made out of paper mache. Roshi was able to destroy the moon in Dragon Ball, and Goku and Beerus are hundreds of thousands of times stronger than that.

Surfer has much better time travel than Whis. Whis can only rewind time 3 minutes and after that he's burned out.

The difference is that one punch from Goku can annihilate an ordinary DB human. You have to be 30% as powerful as Goku to at least not got blown up to bits like the average Frieza soldier.
