This question gets asked, and this same answer posted, very often. It's not really correct, if Tootie had a fairy but lost it, it's something they would have really explicitly said in the show.

Tootie isn't really fleshed out enough to be definitive if she "can't keep secrets" because part of her Channel Chasers persona was a secret (albeit poorly kept) agent but everyone was too dumb to know it was her.
1. This show was poorly written shit that failed to exploit its cast and by the episode in your pic Hartman was really starting to phone it in
2. Hartman didn't think kids watching related to Tootie as much as they did with a middle aged psychotic school teacher, a moronic cartoon Dad 2x human and fairy edition, or an evil infant, so he never used her to her fullest potential.
3. Tootie was not that popular a character until after Channel Chasers, when the show was on the verge of its first cancellation. Still kind of dumb she lost focus after Poof tho
4. Trixiefags would have bitched, they already invented a "Tootie can't have fairies because muh secrets" narrative you see oft repeated even today
5. The show was chaotic enough with just Timmy fucking up shit and also Tootie's main purpose was to be an anti-Vicky and shipping bait she doesn't necessarily need magic to do that

When Kuzco fired Yzma, he had an assistant write up a pink slip. So not only is there another witness, but there's a paper trail to prove that Yzma was fired.

Like she's lead the nation as a regent ever since the guy's parents died and she's practically raised him from the time he was a baby, she even mentioned it once. I find it hard to believe she had zero emotional attachment to him.

I generally subscribe to the "Timmy's love keeps her happy" theory but the real reason is it's pointless to give her one as a character. Character wise she's almost in the exact same situation as Timmy so you wouldnt be doing much new by giving her fairies full time you couldnt already do with Timmy. It's also why they made Chloe as different from Timmy as possible.
She had a lot of post Poof appearances, I think people play up how important she was before Season 6.
Genuinely surprised Season 9 had 3 movies (even if they were live action) and Season 10 had none
Hell even Season 8 had both Timmy's Secret Wish and Meet the Oddparents.

Tootie was an established foil to Timmy. Other than maybe her liking Crimson Chin, she was pretty much just as girly girly as Chloe was.
Also, she had like 4 appearances in season 5 including two of them being dedicated plots, and 2 glorified cameos from season 6 onward, and her connection with Vicky hell her entire family was dropped. Poof and beyond sucked, you can count the amount of memorable episodes on a maimed hand.

In Shrek 2, the fairy tale creatures watch Shrek, Donkey and Puss get arrested on TV, and then go and save him in a dungeon. However, they were in Shrek's swamp, while Shrek was in Far, Far Away. Keep in mind, this all happens within a day, otherwise the effects of Shrek's potion wears off. So how did they get there in such a short amount of time? And how did they know Shrek would be locked up in a dungeon?
Seems like the only kids that get fairies are kids with parents that ignore them. Every other kind of shitty life does not qualify.
Chloe's character isnt being girly girly, it's alienating people with a life of constant work and activism.
Tootie's problems were distant parents and Vicky. She got F's at school and no friends. She had an unrequited crush. Tootie and Timmy were extremely similar characters and their motivations and potential lots would have been basically the same without making up new things for Tootie.

I mean it's a literal episode that shows Tootie having fairies, its the closest to a canon reason we ever got.
Not to mention, Timmy having fairies for just a year is seen as an anomaly, even if Tootie got them she canonically wouldnt have them very long unless she was also wierd enough to keep unto them for so long....which the episode shows she isnt.
Birthday wish was brought up like a dozen times already. Its not that we aren't remembering it, its that the episode doesn't really solve OP's plot hole dilemma nor does anyone really buy that it was meant to explain away that plot hole besides vindictive Trixiesharts.

Also, Tootie did get access to the fairies in the live action movies, which was really the first time they started doing away with the secrecy rule
