Disney Channel was working on a show called Poopdeck in 2008, around the same time Flapjack premiered. They cancelled it once Cartoon Network found out. the Flapjack episode "Panfake" is a direct response to Poopdeck, as it revolved around a knock-off version of Flapjack getting the Harbour's attention.

Chowder and Flapjack just came out at the wrong time. CN was changing, the old identity of the channel was gone and the new identity was a few years away.
But as CN's Dark Ages looked like the end of the channel, these two shows still gave us hope. They may have been cancelled, but their alumni started a new age for the Network.

It is, CN came back strong during the early 2010s. Their last good show was Over the Garden Wall and they later went downhill by 2015-2016 when they had shit like We Bare Bears, PPG 2016, Ben 10 reboot, Mighty Magiswords, announced all their early 2010s shows were coming to an end and all their newer shows being borderline boring with terrible artstyles.

Sometimes, there needs to be a change to the outlook of a brand, and often execs don't have an idea what that idea would be. Transitional periods are there to slowly change the outlook of the network. Both to look for what is a good new direction and not to scare away older fans.
Compare them to the cartoons we had during the Renaissance era. And those are only the ones made by CN Studios, we had a ton of quality WB stuff like Scooby Doo Mystery Inc, MAD, Looney Tunes Show, ThunderCats 2011, Young Justice, Green Lanten, DC Nation etc...

Yeah, I even had an idea for a version of TMNT, where the brothers are human teenagers that are turned into humanoid turtles due to a fly that have been in contact with the Mutagen Ooze and gotten into the Turtle Gene serum that was part of the paid medical experiments that the brothers got apart of to earn some extra money, and they would be able to mutant from Turtles to Humans at certain times, and when this first happens during a game of dodgeball and police hunted them down til they escaped into the sewers, they come across Splinter who's a completely mutated rat that was effected by the mutagen years ago and was the leader of the foot until the Shredder took it from him, Splinter would teach them about Ninjitsu to fight local gangs, which leads into the Shredder coming to their hometown and recruiting said gangs to use as an evil mutant army, and it would be a live action tokusatsu-esc show, like a better version of the Next Mutation
