If you're referring to Classic Amy's outfit in general, they did. Amy appearances prior to aging herself in the Sonic Adventure adaptation used the design. Amy's Moebius counterpart also used it. Post reboot, Mega Drive and the one-shot classic game adaptations also used it.
If you're talking about that specific outfit, I think it was created specifically for that short.

Because that's Classic Amy, licensees to the Sonic brand have strict rules from Sega of Japan to keep Classic and Modern designs separated. So a Classic licensed product like Sonic Mania Adventures can use this version, but a modern-based product like the IDW comic can't.

Pretty sure it's Sega who set the design mandates, and Archie and Penders was forced to adapt them. That's why we got such weird explanations for them like Sonic running back through time and coming out bigger, Amy wishing on a Chaos Emerald and aging up, and alt-universe Robotnik getting a new robot body that just so happens to resemble his redesign.

Most of the problem with Sonic designs in general is that they are designed with function, not style in mind.
The big head, big feet, and big hands where emphasized so the player can have an easier indication of forward movement in 3D space. It's why Sonic's spines, arms and legs where so long in SA1.
And since the entire series with designed AROUND Sonic and his abilities, that means most characters have to match or meet HIS general proportions so their sprite can fit.
What sucks is that it means a lack of character shape variety and visual styles, cuz everyone has to be identified as a "Sonic Character"

The large feet and hands are there because they wanted a Graffiti look for the characters, and exaggerated the Classic designs to the umpteenth degree. It's literally style over function.
