So while I can make excuses for most of the bad writing decisions in this series, as I can see a decent version of them with minor tweaks, this "Hob force people to mutate and they go along with him" bit is where I have to put my foot down.
I don't have a problem with him turning people into mutants as a misguided punishment (though the prospect of literally having countless mutants running around will eventually have to get resolved), it's in his reckless character to do so. What I can't accept is that it works out in his favour. I simply do not understand why he wasn't murdered or at least rejected shortly after this happened. The fact that he gets to be on top despite being surrounded by people who have more than enough reason get revenge on him is the single most forced part of this story, any potential allies he might retain woud be hopelessly outnumbered by his enemies.
As for the mutant outbreak and mutant town themselves, they're not necessarily bad ideas but there has to be some kind of solution to the problem. I don't see it going on forever, as it would kind of break the premise of the franchise if it's not resolved.
Conclusions I'm seeing now are:
>A cure is found and everyone goes home
>The bomb made the mutagen unstable and most are going to die of cancer or something
>Most mutants are put on a sanctuary planet
>EPF does a holocaust
If not any of these then something will happen to get rid of the mutants who are not "important".

Simple, have Hob kidnap many animals from pet stores and mutate those. That's what Null was doing so I don't see why Hob can't do that.
He gets his pure animal mutants that way to indoctrinate with his agenda. Not only that, but pure animal mutants are much more loyal to Hob. It's true that some animals abandoned Hob, but it doesn't change the fact that pure animal mutants have a higher chance of loyalty compared to a human.

The simplest solution to this would be to have Hob do this in way that makes it look like someone else caused it, like EPF or the Triceratons. That way you could have the same outcome and make it so that Hob coming out on top isn't highly questionable. If you want to write the story so it backfires on him later on, you can simply have the truth come out. I know Hob is a total dumbass and too stupid to do anything covertly, but he does have more intelligent allies.
Another possible solution is to have mutagen leak out, that way you'd still have the outbreak, it just wouldn't require anyone the victims couldn't point fingers too, thereby letting the drama just come from character interaction.
That is also a working solution but if you want an outbreak story, you might want him to do it in a way that will mutate more than what you can find in a store. Like putting the mutagen in pet food or the water supply of a zoo.

I honestly dont know what to make of this current arc. I like the core concepts and was really interested In seeing how the mass mutations would change the status quo but instead of seeing how normal people are coping with it all we get the weird dialogue and obvious projections of the writer. I hope they actually end up doing something interesting and engaging with this set up before we return to business as usual, it would suck to see it all squandered because the writer was a weirdo.

It can still be salvaged at this point. There's undoubtedly going to be some shit to wade through thanks to the new "talent" but the main plots with Hob getting his comeuppance and reformed shredder still have some promise. Honestly it's a toss up how things go from here on out but I really hope it does end up getting better.
