It's boring because it's boring. This show doesn't exaggerate its characters enough.
Craig is a dull protagonist, JP isn't pushed enough to be the Sumo or Dale or Ed of the group, and Kelsey (while the most interesting) seems to hold back on her schtick of being an overly dramatic adventurer.
Clarence, Jeff, Sumo have their traits really amped up so you know who they are. Same with Ed, Edd, n Eddy. Even King of the Hill has some really outlandish character moments.
This show suffers from the same problem as We Bare Bears as being so relaxed that it's almost sleep-inducing. The characters don't bring the story to life, they just seem to accidentally fall into a plot where other characters are reacting to them and then things just... end. When Rugrats has an episode about Tommy trying to break out of daycare, they treat it like this big deal with music swells and spy montages and dramatic camera angles.
The world of Craig of the Creek is interesting, it's very Recess-like. But our trio fucking sucks at guiding the audience around it.

Craig, Kelsey, and JP are pretty weak as far as main trios go, I’ll give you that, but the supporting cast as well as the setting are the show’s strongest points that keep it interesting. The show is not boring.

Arnold after they dropped his whole imagination schtick was a voice of reason in a hyper crazy town. That's how Arnold was used to guide the audience around these otherwise crazy students like Helga, Eugene, Sid, Stinky, and Harold.
And you'll notice as the show went on, the writers knew Arnold being the voice of reason was starting to get boring because his role as protagonist diminished over time as we focused more on Helga and gave other characters a spotlight while Arnold was only present halfway through to give some advice.
