No. Hasn't been since New 52 started.
You could argue it didn't even happened in the original pre-Crisis Jason. He was fair haired, but more like strawberry blond than redhead. He sometimes had light brown hair, too, depending on the color they used.

Start with Rebirth. The first 18 or so issues of New 52 aren't too bad either, even if Lobdell's writting is too redundant there. That way you get the barebones of stuff that comes back during the rebirth run.
